^This. It's completely 100% random when it starts and to what magnitude. I've had my timers off by 22 seconds, I've had them off by 4 seconds. Restarting the game might fix it, or as in my case it may make it worse depending lol. It's been happening since 1.19 for me. Also interesting note, when it happens the time in-game is off by the same amount.

You'll notice when you use an ability, for example Provoke, which has a 30 second cooldown, that the timer will start on a lower number, like :27. Then when it lights up, you'll have to wait the extra 3 seconds before using it. 3 seconds isn't too bad, but sometimes it gets off by a lot. Last night my timers were bugged 18 seconds, my weaponskills didn't even show the cooldown timer lol.
