Alma's costume was part of the 13 new model sets created for the Ivalance Raids. It is actually a recolor of her namesake's outfit from FFT (that coloration gets used in several cutscenes).
As other have pointed out Y'sthola is one of FFXIV's representative characters (Zenos being the villain representative) in things like Dissidia. Y'shtola's new Sorceress outfit (and Zenos' upcoming Court Attire) was likely developed in part thanks to Dissidia's dev resources.

I saw the pic and I'm like, for twelve bucks this better be dyeable and account-wide. I knew it wouldn't be. Of course not. No sale.
Consumer feedback is critical for improving any product. White knights defending flawed games permit the devs to be complacent, contributing to a game's compounding problems. You've already seen this play out with the bloating of the cash shop, the glamour situation, and the crushing pressure of inventory management. If you love a game, you need to feel free to let the devs know when they've made a mistake. White knights, on the other hand, kill good games.
