A bit disappointed with the sale, was hoping for more items to be discounted.

The dress is kind of cute but (why SE, why) can't be dyed. 9€ for the dress, the wristdresses and the boots.

I don't really get why they put so much more effort into the female NPCs than the male ones, it never made sense why Alma got a unique outfit but Ramza just got some dungeon gear or why Y'sthola was the only scion to get a unique outfit

Alma's costume was part of the 13 new model sets created for the Ivalance Raids. It is actually a recolor of her namesake's outfit from FFT (that coloration gets used in several cutscenes).

As other have pointed out Y'sthola is one of FFXIV's representative characters (Zenos being the villain representative) in things like Dissidia. Y'shtola's new Sorceress outfit (and Zenos' upcoming Court Attire) was likely developed in part thanks to Dissidia's dev resources.

If you haven't noticed, all of the outfits from ingame NPC are not dye-able.
That is just how it goes I guess
