Oh yes. In fact, and outfit worn by female NPCs in Ishgard quickly comes to mind. There is also that one NPC in Eulmore that gets escorted to her table, then she quickly gets bored and leaves.

You can buy the Ishgardian dress from the Gold Saucer! And the Eulmoran lady (unless you're talking about a different one) is just wearing the Spring Dress and Songbird accessories with some variety of Shisui skirt, probably the fending one.

I definitely want the Gridania peasant dress though. I wonder if it was supposed to be a counterpart to the Glade tunic that was given to us as unisex.

I guess I didn't think the Eulmoran lady could have been wearing a combination of different items, and perhaps that's why I was thrown off. Could also be her fanning emote, which I need in my life. And I know you're about to bring up the one we can obtain, but it is sans fan, and we can't walk while doing it T_T

A bit annoying that we cannot bypass job restrictions on glamour but the NPCs are clearly free to wear what they like.

There's nothing stopping you from wearing that combination as long as you're a Lv63 tank - and you don't even need that if you substitute different stockings.

NPCs do get away with a lot, but this isn't one of those cases.
