The game is already being held back by the PS4. Releasing it on the Xbox One won't change that.Xbox one limitations, please look forward to it.
Really though, we have ps5 already announced and Xbox will probably follow suit, why release the game on a dying console that is just inevitably gonna hold the game back? Just wait and release it on the next gen console.
There is nothing about the PS4 holding this game back. The console barely makes a sound compared to more modern games. The only thing holding this game back is the graphics engine it is running on and the noodle code. Both of which can't be replaced without writing the whole game code from scratch.
