Wait have they confirmed that when the last FATE completes then Ishgard housing will pop (and presumably be eaten up instantly?) Is that the justification for the mad rush?

Uhh, nope.
This isn't ending anytime soon and we barely know what else is gonna be done other than "at some point gatherers and DoW jobs will have a way to be a part of this".
The thing is, that ingame we might just be hundreds of adventurers doing this but in story adventurers might even be the least amount. This is done hand in hand with the population and the housing zones are "adventurers only". So the people who are living in Ishgard who are helping wont even be able to live there and hope that the government will use the money that they got from the houses to fund something finally for them.
And heck they could have done both. Have a zone which we help rebuilt so that it helps the people that are living in Ishgard and then use the gil generated by a better economy to create a housing zone for the adventurers. (And on top fo that earning them another big amount of gil with the sales.) Win Win for everyone.

I love the server effort. If you can't make it you miss out. Simple as that. They shouldnt do this as a "server effort" thing, what about the ppl who work 8 hours/day and got only 2-3h to play on weekdays(if they lucky). I just resubbed after 3 months to check the new things, honestly i didnt expect much from this ishgard thing and still disappointed.
Contributing to rebuilding an area and getting to see the fruits of my labor develop as the area improves over time has always been one of my favorite parts of games that offer it. I loved the Doman reconstruction here, for example. So, as with the OP, I find myself in the camp of "I wish it were moreso tied to individual progress." Since I'm at work for 8.5 hours and in the car for 2, Mondays-Fridays, that doesn't leave a lot of time for the rest of life + FFXIV time on most weeknights, so unfortunately for me I have missed watching the progression so far outside of other folks screenshots.
I had a whole developed idea about how this would eventually lead to privately instanced housing too, but since it doesn't seem like it's going that way and that's not really the point of this thread, I'll just leave it at that.
I also hoped we'd be helping rebuild the WHOLE city since there's a lot of damage in the Foundation as well, for example... and I suppose it's not entirely out of the realm of possibility that we will... but for now at least it seems like it may just be the Firmament.
I don't dislike the current state of Ishgard restoration, I guess I just hoped it would be slightly different than it ended up being, in the end. As it stands, I'll contribute as and when I'm able and I will have to be satisfied with that.

What I hate is I was signed on and in my world and had contributed then tried to get into the event, but couldn’t because of people from other worlds locking it out! This is a HUGE flaw, I shouldn’t be locked out of content on my home world because of world hoppers who keep going World to World to get the most rewards possible!!! This is flawed and I expected better!!!!

The sad thing is that stage 3 is seemingly the last stage? So we get something which will already done in one week, has no additional cutscenes and people might have missed the whole beginning look if they were not there from the start. :/
Please SE next time you make us do a restoration please let it be like the Doma one with more to do than just give over trash. I was really looking forward to Ishgard restoration, especially since it was talked about for such a long time..only to seemingly have the first part be already finished so fast, and it just being Rowena delivery with different currency..
Do you have a source for this ? I thought it was supposed to last several months, it would be very weird and very annoying if stage 3 was the last. The sad thing is that stage 3 is seemingly the last stage?
