    As I said shortly after Yoshida's post, all they really need to do to solve the whole "Low populations might not finish the Concerted Works" issue is make it work like any other FATE, where the number of players present determines the "difficulty" of the FATE. Like if you're the only person in a Eureka zone, it's entirely possible to solo some FATEs just because they're scaling off the number of players in the instance, HP pools get significantly reduced and it's a breeze to clear them as a result. If they made Concerted Works function in a similar manner, then it wouldn't matter if say you're the only person in the zone for one at 3AM, it would scale off that fact and you'd be able to clear it.

    Really they shouldn't have even used FATEs for this to begin with, a new system that doesn't have the same limitations would have been much better... Having a system where you can time out in failure for this doesn't even really make much sense... You time out so all the hammering you did do is undone? That's... Not how construction works... There really should be no failure state for Concerted Works, if it times out you should still be rewarded, and the progress on that one should carry over to the next. Again though, we'd need a significantly shorter wait time between them for that to really pay off.
