Here's an idea:
Report every damn server visitor that's congesting your server's instance. They're using a game mechanic (server deloading things and locking up areas, when there's too many people present) in an unexpected way (locking other players out for their own benefit). It might just raise awareness of the issue and with luck, get some people slapped on the wrist and taught some humility.
The content actually encourages players to server hop and it's been created with world visit in mind, hence why contributions to other worlds are possible. Reporting players for using a valid feature in the game isn't exactly the best way to go about it, don't waste GMs time on something so silly. However do raise awareness with thread(s) in the forums so devs are fully aware of any on going issues. It's not the players' fault for congestion, but SE for not being better prepared.
Well, that was fun for the few moments I was able to participate... until players from Balmung and Mateus raided Malboro just now and now you can't even access the Firmament. Way to go SE. You were able to let the player base suck the fun out of a long term event on the first day by not server locking the Restoration or having multiple instances for the zone. There's no point in "racing" other servers if they all decide to raid each other for the scrip every time a concerted works pops.
Edit: Players from Balmung and Mateus are fighting each other in Ishgard /sh over Balmung's initial raid of Mateus. That doesn't even involve Malboro! Not to mention wanderers advertising CWLS left and right to raid server's concerted work events...

I doubt the developers had in mind visitors locking out people from that own server and then yelling "Not my fault" while not leaving and giving way to people to be able to get in. They also probably had in mind people coming from other servers to help out servers lagging behind in the even due to poor participation, not people trying to multi-dip in the scrip pot for their own selfish purposes. Lastly the gathering part of the event barely has any cross-server representation given nodes are inexhaustible, you can't sell materials on other world besides trading them directly with players and you don't need to step into the Firmament to buy materials from another server. The content actually encourages players to server hop and it's been created with world visit in mind, hence why contributions to other worlds are possible. It's partly the players fault when they abuse a system that has cooperation in sight and they abuse it for self interest. Being allowed to do something due to an oversight doesn't mean it's alright to do something up until the developers fix it and/or outlaw it. You have the Ungarmax exploit as an example. And you can't call it a valid feature when most likely what will happen is the ability to contribute to other servers being taken away, which wouldn't have happened if people weren't greedy in the first place.
This is exactly what I started doing. There's not much else going on waiting at the Ishgard aetheryte. At least I'm reporting those that publicly admit in chat that they are intentionally griefing. Here's an idea:

Just gonna throw my own hat into the, "this congestion is bullshit," ring. I understand the value of allowing cross-realm participation, but the key flaw was in making the firmament a server-based event rather than a shard based event.
If this had been a crafting version of Eureka, where everyone entered instances which tracked progress that counted towards all servers on the shard, this wouldn't be an issue. But here we are -- with players locked out of content because of server hopping players with more time to play than we've got. It's silly and it lacks in foresight, and it's absolutely outrageous.
So the solution to this, is going to be people AFK'ing in the firmament, afraid to leave cause they won't get back in. Which will lead to slower progress overall, or even complete stagnation. SE you seriously need to put a stop to this.
This is already happening on Malboro. Tons of players AFKing inside the Firmament now. Myself and those in my FC and Malboro based LSs are joining in so we don’t miss out in the future. I already missed the first event and don’t want to miss out on the zone appearance change. I’m not going to miss the next steps. I hate that I may potentially lock out someone else from Malboro from participating because SE had no foresight with how the NA community uses World Visit.
Similar issues are being had on Leviathan - with Excalibur, Lamia, and Hyperion being primary culprits. Already hearing from FC mates that they are locked out from the area due to congestion.
