I'm located in the Philippines and am experiencing the same issue.

This has happened TWICE (now and the last patch) and we've still received no word from Square Enix about it. Our products that we pay for are not working and we're entitled to a working product (without needing to use a VPN).

Try switching to the old dark loader. I had to do that to get mine to install. After install I switched to the light colored loader. (Does this make any sense?)
I tried that in desperation, but was pretty sure it wasn't going to help - the launcher is just a "skin" after all. And unfortunately it didn't work.
I've tried tethering my phone and connecting via a 4G mobile network: didn't work.
I tried changing DNS to several different providers: didn't work.
I've tried two different paid VPNs connecting to servers in several different countries: didn't work.
I'm in Australia as well, not surprisingly. This isn't an internet provider issue, it's too widespread for that. Not to mention I've been playing since launch and have never had a patch problem before this week - and nothing has changed about my PC or my network.
We need a solution to this, as we literally cannot play the game we're paying for.
The worst part is the way the launcher instantly exits after the patch fails, meaning every attempt requires a fresh login and a fresh one-time password. That gets old fast...

Day 2, still getting this issue. Have also tried both launchers, multiple DNS, PC resets. >.<;
