I don't know where this "poetics for highest raid gear" comes from. Or do you expect new players to gear progress through each expansion before moving onto the next? Heckin' wild, mate

Crafting is always an option.
Secretly wish they would limit it to one item per instance. You could still farm plenty but yeah.
If we're only talking normal raids, I wouldn't change much. I you aren't picky, you already have a decent chance of taking one of the 8 tokens (or more). If you are picky, then it would depend on how popular a roll that piece is you are going for. Less people would roll on the same piece, but there would be still pieces everyone passes on basically going to waste.
Post loot limitations I farmed 3-4 jobs worth of full sets. Sure sometimes RNG is a lali-ho, but on average its still fast enough, and you have a number of alternative, more stable loot sources on the side.
You can try waiting a few min before looting... that way people who are actually not needing it probably leave the instance before you loot... not the best idea moral wise but it is within the rule.

Make friends, let them know what you want, and run the instances with them.
Sure, it sucks rolling sub-30s on everything for a half dozen runs, but I'd venture a guess if people are doing Eden, they probably need the gear, too. Even if just for a side-job. Augmented HQ craft goods are also a currently serviceable alternative where you can also hop servers to find good deals on the sacrificial items. All you need is the Goetia for the Rain.
