				Even if they were all M&L plots, there would still be players without homes.
Sure, we're always going to have some folks who won't be satisfied until they get a medium or large, but there are those who have been unable to get a home at all. I'm okay with sizes of plots being limited, but housing as it is, needs to be equally accessible. I'm not saying that everyone should have the exact plot that they want, but they should still have the option of owning a home.
Apartments are limited, if your FC is unable to get even a small house, how can you purchase chambers etc?
I think that it needs to be a three-step approach if there's not going to be any true instanced housing:
1) Make it so that there are enough apartments for the playerbase; currently, even the apartments are limited in quantity.
2) Make it so that apartments can be purchased by FCs also
3) Finally, make it so that apartments have the same functionality as houses (workshops, FC chambers, gardens...somehow), and adjust the price accordingly. OR add other ways that people can enjoy the gardening and workshop aspects and create NPCs that take care of this in the city.
Some will argue that housing itself is optional content, but what comes along with housing is not, and should not be: FCs should be able to undertake build projects, airship/submarine missions if they meet the requirements of having enough members to do so, and those who wish to garden via crossbreeding should have some way to do that too. Yes, we can garden in flowerpots, but it's not the same.
[Quick Note] - maybe have an NPC at the Botanist's guild that gardens for you -every player gets a single garden plot that is not visible, but you can determine where things are planted via a menu. NPC will then grow the crops for you, and you'll pick them up when they're ready (time dependent on current times for seed-growing etc.).
For airships / FC crafting etc.- maybe have them taken care of in Ishgard someplace?

				I thought the added Large houses were supposed to be for FCs only, yet on Siren they were gone lickety split. Maybe I misunderstood (not like Ihave enough to afford one).

			Im not sure how much would go into this BUT.
they could possibly
1 remove some plots from the wards
2 make each plot a choose able size ie you can make it a small medium or large you can upgrade at any time when you have the gil.
3 make divisions FC only make subdivision personal
4 take back some of these wards who are owned by single people and when they complain the answer to give TOUGH you only need one you only get one. they aint going anywhere they aint quitting who cares let them throw a temper tantrum and get over it.
5 dont open housing til hours after the patches drops and make house plots randomly open.

FC's should have the largest houses because it's an FC, lot's of players. Personal housing should only be small to medium houses. 				My personal large house gets arguably more use than some large FC houses - there's always someone in there crafting (I have 3 other tenants), or friends come to hang out while waiting for duty finder. My gardens are in use 99% of the time, either growing onions or chocobo feed.I agree as well. Personally, housing should be different between personal and FC. I have seen massive FCs with dead mansions because only one person cared enough to decorate. Huge "meeting hall" type areas filled with empty seats, empty crafting stations, unused gardens (sometimes no plots placed at all), and no one in their FC chambers. There are a few RP-FCs on my server that do use their houses for large events, but they are few and far between.
Having a large amount of people doesn't mean that the house is going to get used more. Aside from workshops and multiple gardening plots, there are few incentives to actually use the house. The crafting stations are nice, but not if you're above a certain level. Even chambers are pretty limited once you get them set up. You can throw in a retainer/crystal bell (yay!) but that's about it as far as functional furniture goes.
