In one of your earlier comments, you said that you tell other characters "Good looking, beautiful", but to me this is a little direct and can feel awkward if you're on the receiving end. It sounds like something a catcaller would say.
If you are specific and state that you like their glam/character model/hairstyle/whatever, it lets the other person know that you think that what they chose for their character is aesthetically pleasing, but doesn't feel like you're a desperate guy on the other end that's like "omg ur pixels are hot."

With the way people are on this game, yeah I am terrified for the safety of my account. I reached a point where I'm scared to talk to anyone ever. There're fears of being reported and if not reported; then the fears with the likely hood that the other person is screen shooting everything I say and spreading it around unknowingly to me over their social media, discord, or Twitter. I see people get called out and made fun of there a lot. You also never ever know if someone isn't currently live streaming and has an unprotected chat box. I have actually had things I said via MT in-game chat channels mind you posted over Reddit. Reddit took it down and someone created a mirror link because you know, they just HAD to get it out there for everyone to see. It was incredibly embarrassing.

As other women have said in this thread, I would be put off by, "Looking good, beautiful." Sure it's a compliment, but it's laced with the intent of more than just a compliment. It feels like a guy driving by catcalling you. It is unwanted and uncomfortable.

As others have suggested, think about whether or not you would say it to your mother. You wouldn't (I hope) say, "Looking good, beautiful." To your mother, as that sounds a little creepy. Instead you would say something like, "Hey, you're looking great today!" or, "I like your outfit!" or, "You did a great job making your character, she's beautiful!"

Any of those I would be thrilled to hear! Because those sound like genuine compliments, and it doesn't sound like you're trying to get in my pants.

Now for your original question, I don't think anyone would report you for saying that. If you continued after they asked you to stop, or if you got upset at them that they were uncomfortable, or if you berated them for ignoring you, then perhaps. However the fact that you're worried that they would report you seems like you know that it can be taken as an unwanted advance.

Ok, I'm a bloke, but let's break this down shall we.

When you said "Looking good, beautiful", that comes across as trying to hit on them (and yes, I've fallen into that trap before). The way you phrased it comes across as trying to get something. Best thing to do is be direct. What is it you thought was beautiful? Usually for most people, they think it's the glamour that works for the character (or just looks good in general).

So, knowing that for example it's the character's outfit you like, we can start building up some not creepy/weird ways to complement people. So let's get out some examples.
"Hey, I like that metallic purple dye, really brings out the outfit" (is one I've personally used, and nets a positive response every time)
"I think your glamour really suits your character well" (again, you're focusing in on the glamour/character and not the person behind it, so is OK)
"I really like how that glamour looks!" (simple generic focus on the glamour itself, will be considered innocuous)

When we know this, it enables us to better complement people. I'm a bloke myself as I stated previously but if you said "Looking good, beautiful" even I would be creeped out. I can understand autism gets in the way of communicating effectively (as I have it myself), which is also why I provided some examples to help you complement better, to give you a starting point.

P.S.: Ladies, if any of my suggestions are wrong, please correct me so I can update my post! I'm speaking from personal experience here but I understand there may be some things I have missed.

What exactly are you saying in-game that actually warrants someone taking a screengrab of your comment. Posting it, then reposting it after being taken down.What kind of conversation are you actually getting into?!

Like, I mean, I have gotten angry more than a few times, and started going off on somebody, but nothing ever has come of any of it, and there definitely have never been any general conversations of mine I have seen anywhere.

I'm gonna be honest, given the world we live in today, I don't want to be banned or have my account deleted because I told a female she looked good. I've done it twice so far and not problem, but I don't want to push my luck. What would Square do if someone reported me for harassment after I gave them a compliment?

Keep telling those compliments i like them.
Dont worry about those creeps who find "wow you look good" as a insult, really its a video game character not you how would anyone find it insulting big lol.
