Viera and Hrothgar hair in patch 5.1?

They can. But since they were added with Hrothgar, Viera is an excuse to why femHroth isn't a thing, Hroth is an excuse to why MViera isn't a thing. SE can add things to Viera, but in order to do so they need to add something to Hroth as well since they count as "two genderlocked races that count as one". SE shoot themselves in the foot with Viera/Hroth interactions because now they can't develop one without considering the other. If they add more faces to Hroth and don't give anything to Viera it'll be bad. If they add old hairstyles to Viera while Hroth is so limited, it'll be bad.

It's a lose lose situation in which the ones "suffering" the consequences are the Viera and Hrothgar players.
As much as I'd like to stay positive, the reality of the situation is that either both Viera and Hrothgar gets equal amounts of updates and additions down the line, which is very unlikely considering how SE handles those kinds of things, or they'll both not get anything and stay as is probably until 6.0.

Highlanders still can't have proper eyebrows even though there's highlander NPCs with it. The idea of giving Derplander's benchmark beard to players went way over their heads for God knows what reason.
We still don't have unlocked Hempen outfits for all the races, some of the most iconic head pieces in the franchise through AF are not available for Hroth and Viera, etc.

I wouldn't get my hopes up when it comes to Hroth and Viera for at least the next six months. With luck I'll prove myself to be wrong, but eh, been playing this game for many years so the pattern starts to get easy to figure.

I disagree. The Viera issue and the Hrothgar issue are two separate issues. I notice you playing a Miqote, so I have doubt that you understand the problem at large..

Hrothgar only get one hairstyle a face and you can't change it later on.

Viera get to change it to a variety of unique hairstyles at will, anytime they go to the aesthetician.

If they worked on the faces and made it so that hair wasn't tied to the face, and added as much hairs as the Viera, that wouldn't be unfair. Sure Viera players might whine, but they couldn't say it's unfair and that Hrothgar got more than them. In my honest opinion Hrothgar need to be fixed before the Viera get anymore changes.

What I tried to say and maybe I failed to make a point or you misunderstood is: If they add something new to one of the races, it's only fair to add something for the other. An update is an update, regardless of what it entails. If they add something extra for all the races but Hroth and Viera, it's an issue. If they include Hrothgar to the list and leave Viera as is, it's an issue. And if they do something in regards to Viera and leave Hrothgar out, it's an issue. They were added together, supposed to be the equivalent to one another for people that wanted to play the opposite gender. I'm not disagreeing with you, but they both are limited in their own way and I think they should be fixed together, because they were added together. And looking at it from a developer perspective, giving something to one but not the other will only further separate the two crowds. That's all.

Also just because my forum avatar is a Miqo'te character that doesn't mean I don't understand the issue and it also doesn't mean I don't play or never had a Hrothgar. I know what you're talking about just as much as you do.

Edit, because I realize this may have sounded aggressive in a way and that wasn't my intention. My tl;dr is basically that I agree with you, but I still don't think updates for those two races should be handled separately. Yes, giving more hairstyles to Hrothgar and making it not attached to the faces would honestly be great. But Viera only give the impression of having a lot of hairstyles. In reality they have 8 different hairstyles + a Bangs/no bangs version of them. Hrothgar also have 8, but attached to the face options.
