    Technically? It's possible.

    Once you unlock the ability to purchase housing, you could get to Shirogane. However you can only get there if you're in an FC that has a Shirogane FC house or are a tenant to someone who already lives there. Even then, you'd be locked to that ward / sub-division. So it's severely limiting your chances.

    As for BUYING a house there? Probably what DrWho2010 said. Gotta unlock it personally before you can buy.

    Sorry, but I'm afraid that's not correct. There's an additional Stormblood MSQ quest that must be completed for Shirogane purchases.

    To purchase plots in Shirogane, you must have registered a product key for FINAL FANTASY XIV: Stormblood to your service account and completed the main scenario quest "Not without Incident."
