A part of BRD regained support will no doubt raise its rDPD because if all other classes from the lower half get buffs, like MCH and RDM, BRD has to stay on par somehow and utility like dmg mitigation or MP regen are nice and all but quickly become obsolete. Outside progress they'd be left behind because in the end it always comes down to dmg > all.
They can't let its rDPS stay where it is while buffing all others outright through potency increases. So far BRD was only a bit above DNC if looking at the upper quartile and assuming both were played well.
But I'm sure they'll take that into account when buffing DNC.
It's always difficult to balance classes that are reliant on procs and the competence of others, though. If you don't have a good dance partner who knows how to get most out of buff windows, your rDPS will suck. Add varying proc luck to that and you have huge discrepancies even if you played exactly the same. And I figure that if at least part of their regained support will raise rDPS it's something BRDs will also face.
I had my Embolden add something between 200-700 rDPS, depending not only on the setup but also how well the others were able to line up their own buffs and utilize burst windows.
