A part of BRD regained support will no doubt raise its rDPD because if all other classes from the lower half get buffs, like MCH and RDM, BRD has to stay on par somehow and utility like dmg mitigation or MP regen are nice and all but quickly become obsolete. Outside progress they'd be left behind because in the end it always comes down to dmg > all.
They can't let its rDPS stay where it is while buffing all others outright through potency increases. So far BRD was only a bit above DNC if looking at the upper quartile and assuming both were played well.
But I'm sure they'll take that into account when buffing DNC.
It's always difficult to balance classes that are reliant on procs and the competence of others, though. If you don't have a good dance partner who knows how to get most out of buff windows, your rDPS will suck. Add varying proc luck to that and you have huge discrepancies even if you played exactly the same. And I figure that if at least part of their regained support will raise rDPS it's something BRDs will also face.
I had my Embolden add something between 200-700 rDPS, depending not only on the setup but also how well the others were able to line up their own buffs and utilize burst windows.

DNC has always been focused around raid optimization as well as buff window abuse, since I always throw my Feathers in when there's a buff like Litany up or I have a Tech Window. Still, as you said it's literally the RNG aspect of DNC that is bogging down its potential DPS since each time you don't proc, you are missing around 50 potency worth of damage on the next combo GCD. What's worse is overwriting procs, which is an outright loss and can be difficult to manage sometimes due to how Esprit works currently; it was why I was trying to push for them to update their tooltip in the Bugs section, but it was noted as "Working as Intended". MNK got rates when they got Chakras added in Stormblood; why can't DNC get their rates too?

DNC is a job where you can do everything right and still watch your DPS drop and drop due to lack of gauge and feather procs which are totally out of your control. It is so frustrating.

To add it is also the only job i can feel punished for getting too lucky especially with Sabre Dance/Espirit.
