Eh? I may be wrong, so someone correct me, but im fairly certain that was never the plan. They said from the start that the plan was that at release of hroth/viera that neither would have access to head gear, but they would be implimented later on and the only reason they wouldnt have them at release was due to time constraints.

I believe it was that they wouldn't rework old model head pieces to work with them, so anything from 4.5 or before just wouldnt display, but new gear would be designed and fitted with those races in mind. The situation didnt really sit well with the devs, and the uproar at the decision by the playerbase was just an extra push to spur them to actually make nearly a third of the old models fit.

...Or I am forgetting some key details which said they would have the old head gears work eventually.
