Having just started levelling my ranged DPS, this is disheartening.

There is legitimately no way that this will happen outside of the XIV devs losing all sense whatsoever. None of the ranged DPS will be taking a nerf of any kind. The question is more what kind of Buff they get. All three may just get flat potency buffs, and in the case of MCH that is most likely all MCH will get (would love to get back Dismantle tho...). But Dancer may get Potency buffs and/or a bit more consistency on it's fan procs, while Bard could get some potency buffs and/or some of it's utility skills back. Also both jobs will could see a bit of reworking to their level 80 skills, as both Apex Arrow and Improvisation are a little bit frustrating to use at this time.
But nerfs in anyway? Yeah no way.

The forums are the worst place to look at for casual job satisfaction.
If you like the job, play it.
It's capable in all areas and if the previous ultimates are anything to go by, you're still going to want at least 1.
That isn't to say they can't use help, but people love their hyperbole.
The worst place? I wonder about that. As they say, ignorance is bliss, so why wouldn't you find tons of happy but naive players over here? It's certainly not a bastion of theory and objectivity like the balance discord or something. Are there even other social spaces that are more removed from the cynical endgame crowd than here? Maybe random FFXIV facebook groups, or the ingame novice network channel?
Recall it wasn't so long ago these forums were full of people fawning over the Shadowbringers summoner rework, gushing over phoenix and how fun it would be. The opposite of pessimist hyperbole is vacuous naivete, and there was certainly no shortage of that. Many hardworking members of the summoner community took a lot of heat for even suggesting the design had problems, and well here we are now. So maybe it's the tide that's beginning to turn. Many successive vindications taking their toll. We've also gotten with Shadowbringers a ton more players from WoW, which is notorious for breeding an efficiency minded outlook, and on our side things like 'raid dps' metrics are being put in the spotlight. I for one am happy to see more informed and 'woke' players.

So, I recently leveled BLM, since I used to play BRD and RDM, but their damage just feels too low. I mentioned that I hate the enochian timer on BLM in FC chat (honestly, I'd be keeping it up just fine until people start dropping their AoEs on me T^T) and the people in the FC told me to "Just level MNK, lol, does more damage and its easier to play"
Which I might do. People state that more difficult jobs are supposed to do more Dps, but if MNK can do more dps whike being easier to play (according to FC members who do Savage) ? Then yeah, I'm probably gonna level it and switch

Perhaps not objectively, fine. But trending and in general, the class forums are rarely full of people saying "I have fun" and leaving it at that.
A job can be fun to play but ineffective. A job can be very effective, but boring to play.
A job can be relatively weaker and still be fun.
The inverses of all of these are also true.
If they are enjoying the job - They should just play the job. "All content" is hyperbole. All content relevant to the OP, and some of those in this thread, that's a bit more accurate, but still hyperbole.
Nobody is going to kick him from all areas of the game for his job selection.

And here I am hoping for a slight alteration to heat so we're not regularly overcapping during optimal play (e.g., Barrel Stabilizer just gives a "next HC uses no heat" buff instead of +50 gauge), along with maybe some alterations to help normal/high-ping players have fun without a VPN (e.g., lowering animation locks enough to reduce/remove clipping during Hypercharge weaving).
Nothing that really increases our top DPS, just quality-of-life changes.
I'm extremely curious how you are overcapping the heat.

As for my part is barely hitting 70 even if I need to delay it for the drill

In short, the """correct""" way to play MCH would be to use Barrel Stabilizer and Wildfire within a 5s window to synchronize them.
However, 100~110s after the first wildfire, you will already sit on 50 heat but can't use it as Drill and Air Anchor will be available, wildfire will be available.
Depending on the pull length you might want to discard that overcapping heat but on longer pull, we delay Barrel stablizer after the wildfire
I don't know how much SKS you have, but for my part, I indeed reach the 50 heat at around 110, but I have the time to smash drill and 1 gcd before wf will be available. (Anchor is still on cd).In short, the """correct""" way to play MCH would be to use Barrel Stabilizer and Wildfire within a 5s window to synchronize them.

Then just use stabilizer after 1st HB, and continue as always
