I mean, you can say that. I don't particularly care what they are referred to personally, but there is no denying there is a clear artistic vision behind lalafell; they are meant to be ffxiv's interpretation of dwarves. Especially considering they are called dwarves on the first.
Lalafel are, and have always been, physiologically proportioned like actual, 'i have a developmental disorder' dwarves.
Someone actually broke down the head to body ratio in the last "hur hur hur lalafel are kids hur hur" thread by some moron.

They look like kids, thats a fact.
I'm not arguing that they look like the typical western depiction of dwarves, because their design is a little bit different, but they are still based off of dwarves nonetheless.
