Well, I just now realized that the recast time for Clemency is 2.5s, and on top of that, it's a GCD ability. I can see where a tank, stopping what he's doing to cast it over and over, would get annoying.
I just think..some of them love the casting animation. It is pretty cool to look at.
I, of course, only used clemency when I'm sitting at low health way too long. I've pissed one healer off with my use of it before and I go snarky with her and she stopped healing, which was fine, because she wasn't doing much of it to begin with, hence why I was using it in the first place..and even casting it on the DPS :/. PLD really is the one tank job to deal with lazy/poor healers.
Bailed on an expert roulette the first time last night.
Got Akademia Ayder as a GNB, (i450ish), no first time bonuses etc, looks like a normal roulette run.
Do the first wall to wall pull and it's go very very poorly.
Healer freaks out and says you pulled way too much!. I responded that "that is the normal first pull of the dungeon".
He goes "LOL no."
So I check this guys gear and he hasn't even gotten his free AF gear, and is trying to heal this in lvl 76-79 gear.
I don't say anything else and just ditch. 30 minute penalty was worth it to avoid that.

Whatever people enjoy these days. I don't care much about PLD using Clemency, I just stop wasting heals on them and actually try to help my party kill stuff faster, because the tank is busy enjoying his animations x)
It doesn't mean that I refuse healing them tho, there's no point in healing someone who is trying to stay at full HP at all times on his own.

I read this same nonsense excuse in the tank forum and it is fallacious at best. A perfectly good run from the tank and healer can be invalidated if the tank spammed Clemency for no reason. "Oh the Paladin casted Clemency at 90% hp, I guess the healer is bad." Doesn't really work like that.
There are times to and to not cast clemency. That is something you'll need to adjust to based on pull size, mechanical failures, and your healer's skill. Healers are the one with oGCD skills to heal you, not you. I've had Paladins waste oGCD heals by spamming Clemency, turning them into 100% overheals. And in the meantime you're not doing damage.
