If the rewards were the same, people would be skipping on Praetorium instead because it's longer. Anything they do right now is a bandaid solution.

Longer, yes, but you can chill a lot more. I suppose it depends on the type of person: some play with a chronometer in hand, others rather lay back when it's okay to do so. But you are right, some would skip Prae then. I guess the only permanent solution is making them solo/trust instances, which I believe will come.

Praetorium: 45 minutes or so.
Castrum: 20-25 minutes or so.
Castrum + Lockout: 50-55 minutes or so. (Not even taking into account theoretical queue times, these times are assuming literally instant. Also assuming guaranteed Castrum on second queue, when you could just get Prae again and invalidate all that time and push the total time to 1 hour 20min+ range trying to get Castrum on a 3rd attempt.)
NO ONE is going to skip Prae to get Castrum, even if the rewards were equal. It's faster to do Prae than eat a lockout, re-queue 30 minutes later, and risk a 50/50 chance on getting Castrum. If the rewards were equal, Prae would just be a "ahh, I was unlucky, but at least I still get my 19million exp in 45 minutes." moment.
