The novice network is variable depending on what server, what time of day, and what sprouts are looking to get out of it.
If a player is looking for truly basic advice, like "what's the core essentials of X's rotation" or "I'm new to [role], where do I begin?" or the even simpler "how do I use X system?"? Novice network will probably answer it correctly or at least satisfactorily. That sort of basic advice is really all SE seems to want anyways; the mentor program is meant to ensure that new players don't quit the game, not to groom competency in content above normal difficulty.
If a player looking for optimization advice or anything to that degree? Yeah, at best they'll get the same dissent and lack of consensus seen on the forums, or reddit, or where-ever.
If someone wants it to stay on topic and never get used as a global chat, then they'll be eternally disappointed unless they move to a Japanese data center.

Still, OP, Billy has the right of it. The standards to be a mentor are low, you don't need to be one to help others, and some people will be less likely to listen to you if you are one (it varies by person). So become one, or don't. You're plenty qualified if you do, and not missing out on much if you don't.
EDIT: I've never had anyone approach me for advice because I had the crown displayed, which says a lot. If you get the crown, you're doing it for novice network regardless of motive.

Pretty much this. That being said, just be sure of the information youre handing out. It doesn't hurt to consult places like the balance either, or guide people to places like that discord. You dont have to be some 90th percentile raider to know how things work. If you have a solid understanding of mechanics and some patience, youll be fine.
