I'd also pick #2. Among the obvious reasons, missing genders make worldbuilding really awkward. It's particularly bad for the Ronso on the First; they don't have any of the cultural excuses the Viera/Viis or the Source Hrothgar do. Several are mentioned to have wives, including several major side characters, yet we're never allowed to see them (and thus they're never allowed full status as their own characters).I'd pick #2 personally. It would give me a feeling of reassurance that we're getting male viera at all. New hairstyles and head items for viera will come in time as promised. Hrothgar got a bad deal with the hair and face being locked, but the devs say they're working on it so let's wait and see what they come up with.
As said earlier, Hrothgar as a race (the males anyway) are complete. Sure they will get new face hair combinations, but to expect more than that is just setting oneself up for disappointment. As it stands Horthgar are the most unique character models in game available to players. As frustratingly ridiculous as it sounds SE would probably tout the races limitations as part of it's uniqueness. Same goes for it's gender locked status. However, the gender lock thing can and should be adressed. As i i have said before, i hated the idea of bestial races in FFXIV, as i thought they look ridiculous in game. Everything from their animations, to the fact they are another cat race in the game, to the reused Roegadyn base. In saying that, i still feel that the female gender of the race missing is a serious issue. When they are released, i expect they will have the same issues, face locked hair and limited customization options. All part of their uniqueness...
Viera introduction was a demand a great deal many players have and have had for years now. Said it then, still saying it now, it was a lazy, inept, misguided attempt to please everyone. Obviously it would fail spectacularly. Now with demand at an all time high for that which was left out, even more has been added to the workload.
At this point, i'm just waiting for all hair styles being added to Viera as well as the missing Male gender options. Even if i'll never change my main from Highlander Hyur, i feel it was a huge step back gender locking races. I expect more from SE, i wouldn't have stuck around through 1.0 if i didn't.

Crazy idea but... wouldn't be great that because of Horthgar SE decided to allow players to change any aspect of their character (no sex, no race change and no clan change) for free via aesthetician?
People are going to keep buying fantasia, and as far I see in-game most do it to race/sex change.

Which makes me think that male hrotgar were an afterthought. We've got interviews where Yoshida contradicts himself sayign we are gonna do the viera race btu we might have to look into another one for the males because 'having male bunnies would be weird', and theyve also contradicted themselves various times in a lot of itnerviews. IMO, we should not go to raktika and instead go to the hrotgar race homeland in 5.0 and then go into the viera race junlge in 6.0, with full hrotgar race in 5.0 and full viera race in 6.0Some new male Viera art by @ftnox:
Also I agree with above. It would have made more sense to release Viera this expansion and saved Hrothgar/Gunbreaker for when we actually go to Garlemald. You could replace every Hrothgar npc in Shadowbringers with a Roegadyn and there'd be no difference storywise. They're literally just thrown in there.
story wise, female hrotgar not being there is just the dumbest plot hole I've ever seen in this game. Male viera not being here is completely and extremely disapointing, but female hrotgar is just, with all my due respect to the developers, the dumbest decision that I have seen this game makeI'd also pick #2.
