Presumably, they’re going to change the way it functions. They haven’t released any details yet other than this change will implemented in Patch 5.1. No one knows what they’re going to do, but there are a few theories about them being either similar to DNC steps or GNB Continuation. There’s a live letter on the 15th, so maybe they’ll talk some about it then.

Im not a fan of the idea of Ninjas Mudras working like dancers steps.
I liked dedicating my D-Pad to my Mudras. I don't wanna have to Alternate between 2 sides of my Cross Bar for my next mudra because they tie it to a specific skill.
But well, just gonna have to wait till the next live letter coming up soon.
