A paramilitary force could have a number of uses in the First, especially if the Scions need more manpower to counter Ascian designs in the First. And it's not like forming a company is taboo or automatically doomed to failure.
Doesn't matter of he's a member of the Scions. If Alphy is just going to always assume he'll fail, he'll never get anything done.

And yet, look at what he's accomplished. He should stick to what works, not go back and do the thing that doesn't work. He's a Diplomat, not a Leader.
