Apparently downloading and using the Windows Launcher was the way to go. Seeing as I have a WINDOWS Account and not a STEAM account, I couldn't use the Steam Launcher anymore.
Well at least everything seems to be in order.

Well they implimented this change and as predicted it screwed over a ton of people, myself included. They should have just left it alone.
I talked to customer service about this because I won't be able to raid with the steam launcher, too many crashes.
TL:DR they said to look at forums for a solution and SE isn't going to do anything and closed the chat.

If your problem is just the overlay you can actually disable it for just this specific game. Just go into your library, right click the game, select properties, and uncheck the box that says "Enable the Steam Overlay while in-game".
Thanks for the advice.
I gave it a shot, seems requiring Steam to run in the background is also tanking my FPS.
I used to get 25 to 35 FPS, now I get 3 to 8.
Varictus, it is possible to close Steam while FFXIV is running. I've given the whole system a bit of a poke and found a few ways around the current restrictions. Easiest and most "legitimate" way which is likely to be a bug, is to just log into the game, load a character up, then alt tab out and close steam. Steam will say something like, please close FFXIV, hitting end now doesn't appear to close the game. Then back in game you will need to hit "cancel" since closing steam is interpreted as a logout request by the game. Once this is done you can use the client as normal without steam running.
Unfortunately if they decide ever to fix this bug command line work around will be all we're left with, as a forced log out will kick players every time steam hiccups even the smallest bit.
Seriously?
Something is VERY wrong with your system if you are getting crashes and tanked FPS through steam. Overlay may be buggy (disable it) but FPS should be unaffected because steam uses essentially -0- resources in terms of CPU or GPU. Only thing it uses is around 100MB of RAM.
If my system was unstable as yours, I'd consider doing a clean Windows install.
So what this amounts to is that people who own FFXIV both through Steam and non-Steam are no longer able to run it via Steam without an active 'Steam FFXIV' service account.
Great. Thanks, Square. Please consider reversing your decision as this was completely unnecessary.
Users who bought the game on Steam willingly and then complain about having to use Steam launcher make no sense to me. :|
On the flip side, the people who literally had to buy the game a second time to play via Steam when they were Windows users got ripped off and that's not okay.
Personally, I have the Steam version, but not by choice. A friend of mine was one of the aforementioned people who was a Windows user and bought the game a second time to play via Steam. He then gifted me that Steam key to use on the MogStation. (I had no idea I was playing the "Steam Version" until Heavensward came out, when I bought the Windows version of HW and it didn't work.)
My REAL complaint here (and imo, what more people should be complaining about) is that now if I want to buy something from the MogStation I'm FORCED to do it via Steam Wallet. There are NO other payment options. I DO NOT WANT TO ADD MONEY TO STEAM ONLY FOR IT GO TO WASTE BECAUSE I CAN ONLY ADD PREDETERMINED AMOUNTS. GIVE ME MY CREDIT CARD PAYMENT OPTION BACK.
