While I like the idea in theory, I wouldn't want this on the tooltips. Some tooltips are very, very long (see: AST skills, Earthly Star most of all). I'm not sure where else to suggest putting it, however.

If this were ever implemented, I'd like to see the flavor text be an entirely separate tooltip, toggled by the HQ/NQ item toggle button. That way if someone is interested in the flavorful tooltip rather than the technical, or vice versa, they can hold shift/ctrl/alt.
