Comparing PvP with panty shot sounds irrelevant because when we join PvP we agree and consent about actions and activities related to PvP itself. When we join PvP we consent with people who will attack us and we have their consent to attack them if we're on a different team. I'm sure those who joined PvP understand this. If the character someone took their panty shot with didn't consent then it's a harassment, but hitting other players in PvP where the rules stated we can knock the enemies' team out to wins isn't.

And I don't think we can compare video game character that used to represent us with cars since we can't take a photo of a car like panty shots. Some characters are the personification of the players who wants to explore Eorzea as themselves like what fashion sets we want to use, how we want to represent themselves, etc. When someone gave their character gear set of their taste and a stranger took their photo is more like the equivalent of a stranger on the street taking photos of you wearing your favourite clothes. It's creepy.

I just want to warn everyone here that consent is the key on whatever you do when you have contact with other players. Taking photos of other people's character like a normal human (from far away, asked them to use emotes, selfies, etc) is okay but panty shot is never okay. It's like when a stranger wanted to take a photo of your personal belongings inside your car. It's none of their business not their belongings but they shoves themselves to your privacy.

And if you're personally okay and will laugh at these action, then you're good but some people like me and op may have problems and trauma with actions without consent.

I get the feeling you are having a difficult time justifying your views without drawing parallels to real life situations. There is no reason to assume a person engages in the same activities in game and in real life. I often post pictures of my glamours on this forum but I have never in my life posed for a fashion photo in real life. Outside of the game I have also never played dead for fun, went into someone's unlocked house uninvited, performed a haka or splashed water from a fountain on a stranger dressed as a frog. On the flip side, I have handed items to people without prior discussion in real life but I don't do it in game because opening a trade window interrupts actions done by the other person.

I think the claim that something is unacceptable in game behavior has to be reasoned within the context of the game. Is the intention to disrupt, disturb, annoy, frighten, nauseate, make fun of, ostracize or offend the other person or make them feel helpless? That's harassment. Silently taking a screenshot of someone causes none of those things and we have all consented to playing the game whilst knowing that taking screenshots is not against the rules. Simply wear the clothes you want to be seen in if your outward image is important to you. That includes underwear. However, it's also possible to take a screenshot and then use it to harass someone by talking about it or posting it maliciously and that's not cool.

I would have a problem with these actions myself and would report any individual that engages in them (like sending me sexual tells/emotes etc).

Never experienced this problem either when I played a female Miqo'te or now a Viera. Maybe I just never noticed people taking screenshots and I most certainly have never been sent whispers or messages of any kind. Meh...

This is one of the reasons I try to consciously avoid outfits that come with white panties. I'm sure some folks have a kink for them and love that their character is wearing them, but I'm a lot happier when whatever clothes I've got on have dye-to-match or shorts or something.

One reason I loved the Lightning skirt is because while it's definitely a mini skirt on the outside, any upskirt creepers will be sorely disappointed to discover it's actually skorts.
