It doesn't tell you what exactly? It tells you if you already received the reward you may pick up the item again after the event is over. Oh course you can't get the reward if you never received it in the first place..

Reclaiming items from the calamity salvager is tied to the achievements for each job, as I pointed out. You can earn the gear and not get the achievements, which require level 60 in the job that wears that gear. If you haven't earned the achievements (which requires more than just earning the gear), the game has no other way of knowing that you have previously earned the gear. You won't be able to reclaim it, despite what the page says.

* Gear you have previously earned can still be obtained from the Calamity Salvager after Patch 5.1.

You buy the gear with wolf marks, but can't re-buy the gear later after 5.1 if you don't have the achievement.
