Because the rewards would be slashed.
Then you have people who want the full rewards and don't mind the time (they do other things in the meantime) verses those who want a quick run regardless of rewards (in which case, why are they even in there?)
Bottom line is, 45 minutes is the cost for the HUGE rewards from MSQ roulette provides.
If you don't want to pay the cost, don't do the roulette.
You don't NEED to do the roulette. You can cap on weekly tomes just doing Expert a few times a week, or 50/60/70 and Leveling.

because the only reason we got the huge rewards is because the cutscenes were enforced.

Because before cutscene were made unskippable, rewards were a third of what they currently are.
And all newbies were forced to skip cutscenes.
The problem is, there's no fair way to differentiate between them.
The moment you have a distinction between having new players and not, you exclude new players.
No one will want to run it if there's a new player. Get a new player? Kick them.

Time spent in the roulette tripled, therefore so did the reward.
There is a perfectly valid reason. There are multiple different client language settings. All languages must be able to hear and/or read the same scene in the same period of time and as such, all cutscenes are paced at the slowest language. What can be said or read in English might only take 10 seconds, but in other languages it might take 15 seconds and it is extremely selfish of players to want to hamper the experience of other players because they are dissatisfied with content that they don't actually HAVE to do.no reason for it to remain on screen for so long.

It has been mentioned about a hundred times in every thread about this topic: because people would try to find out who the new player is and kick them so they can skip the cutscenes.
MSQ roulette awards that insane amount of exp + a chunk of tomestones for the sole reason of everyone being forced to watch the cutscenes. It's the devs way of thanking you for your time and making it possible for new players to get into those two dungeons and experience everything "on set" instead of being rushed through and forced to watch them later at the inn.
Don't want to spent 30-40min watching cutscenes? Don't do the MSQ roulette.
Many players do it regulary and it's a great way to grab exp with next to no effort. You can do all sort of things while the cutscenes play. But if you prefer to get your exp and tomestones elsewhere, you're free to do so.

That way new players arent affected and in theory, new players would run it with more new players with duty finder.
