I guess I just assumed that with the high frequency of people doing it that it either wasn't bannable, or at least wasn't punished consistently. I'll just start reporting people that make an issue of the meters now; see what happens.

Well, you wont see what happens - GMs might ask you some additional questions, but they wont disclose to you if or how the person you reported got punished.

And again: People dont need a damage meter to judge and call out obvious bad performance.
