Yeah, whole process of using Careful Synthesis II once on every fish is very high amount of work.

Not like we'd need to gather popotos first for them.

You had to gather them? They were just laying around in my inventory. XD
But yes. They don't want to make it SUPER easy and allow quick synthesis

But it's a Level 5 recipe. You could probably successfully craft it with Level 1 crafter gear and not have trouble.
