    I have the same question. I'm willing to move my alts to help relieve the congestion but there aren't any "free" ones to move to in NA so... what's the point of having the incentive with no place to go?

    Having alts isn't the problem and moving them won't help anything, it's all based on concurrent logins.

    Can't check right now with the servers down for maintenance but the JP data centers had a few preferred worlds and the 2 recently added EU worlds were still marked as new the last time I checked. We can transfer to any world since there are no regional restrictions so there are worlds to transfer to if you want the incentives. The worlds just aren't in the NA data centers.
