So no, I doubt there is any complicate reason behind the restriction, but more simple and practical ones for it. They can't reuse the model on another class if they already make it usable on every classes.

That's exactly what they are already doing with the Alliance gear and craft gears. Alliance get the non-dyable version, an expack or two later we see those gears as crafted gears.
