Oh perhaps the ("normal") chocobos ? Everybody got one (+ the black one from HW) so I suppose that could be the answer ?
4 Dwarven Cotton Bolls make 1 Drawven Cotton Thread. Those threads can then be used to craft gear that can affect other players. Could just be as simple as that.
It might just be harvesting dwarven cotton bolls, honestly.
EDIT: It seems this is yet another case of the English translation being very off and leaving out a key detail.
The JP hint states that the mage in question used magicks that spun threads to affect the destinies of others, then riddles about what kind of threads those might be (Which would be threads of fate, so it's almost certainly a FATE-triggered spawn.
The Cactuar instance it spawned in had a known FATE botter spamming FATEs when it happened, but no idea how long he was there. He's also only level 70 so he wasn't clearing all of the FATEs.
Maybe they were trying to trick us by making the criteria sound more complicated then it actually was.
It's usually the English descriptions that tend to be convoluted and full of fluff, but the JP one was extremely misleading this time as the former strongly hints that physical threads are involved, while the latter suggests they may simply be metaphorical.
Do you think it can also depend on gathering time of day?
Also gathering cotton bolls kind of make sense if it want to make threads again.

People from JP DCs seem to have some Tyger pops with throwing away Rail Tenderloin, basically salt&light 5.0
No luck for me so far
Yeah we've just have a spawn on Moogle doing that.

I didnt even drop it, just stepped on the spawn point with it in my inventory and it popped, maybe just really lucky timing cause i was hovering over the discard button as i got it
