In Heavensward - AST got changes and buff in 3.05, 3.07, 3.1, 3.2, 3.26, 3.3 and 3.4. Though we all know it was trash on release. No changes made to WHM or SCH throughout HW.
In Stormblood - WHM got buffed 4.05, 4.2, 4.5. SCH got buffed 4.05, 4.1, 4.2, 4.3, 4.4. AST got buffed 4.2, 4.3, 4.4.

So none of them got buffs every patch like you say. In fact no buffs for anything other than AST in HW. Buffs were pretty uniform in SB.

You say people lock WHM and it's not wanted in raids.
In HW - 39% of raid clears were SCH, 31% were WHM, 29% were AST. In SB 37% SCH, 33% WHM, 30% AST. Scholar is marginally in front for both expansions, but they're pretty similar.

In ShB so far (Eden and EX) - 35% SCH, 50% WHM, 15% AST. Can you not see how somethings needs to be done with these figures. AST is so bad right now, it's DPS, HPS is inferior to both classes and it rDPS no where near makes up the difference.
