Yep, almost all of the healer gear looks like they have hoop-skirts from the 16th century underneath. It's not very appealing.

That's more of a problem with the physics engine and probably done to minimize clipping.
I don't like it either because it looks unnatural. Like some wire is holding it in place.

As for the WHM class armor: I love it. And yes: I do wear a skirt under a skirt *chuckle*

I thought so too, but they manage to make the caster sets look different and better. Like look at the Ironworks casting vs healing. no reason healing couldn't have something similar.
