    Honestly, I think they need to rework Tornado Kick, Anatman, and Six-sided Star now. Form Shift is how you save GL stacks during downtime. The others are too niche (or weird in the case of using Anatman in an opener). I think this idea to make an ability like Foul is really good, but I'd do Six-sided Star instead (since that's our 80 ability, and whatever ability requires you to sit at max GL for X time is going to have high potency). Then I'd make Tornado Kick have a longer cooldown and less potency, but it builds a stack of GL (so good for openers to quickly get to 4, then just decent extra oGCD damage after that). As for Anatman...I think it needs a complete remake. Having something worked into the opener and only functioning in that opener if you're tracking server ticks? Yuck. Maybe it could be something cool with Chakra? Not really sure about that.

    EDIT: Holy cow, I failed at Reading Comprehension here. Your idea of upgrading TK into 6SS is actually pretty good. Then, Anatman could be an ability that just builds a free stack of GL, unless you already have max GL. Then, it opens X chakra instead?

    I think what they should do with Chakra is make it work like they did with BRDs DoTs. Instead of procing off Crit it should proc off Weaponskills. Even if they have to lower the chance to 20% upgraded to 35% with the new trait. Or just make it like old WAR Wrath stacks and you get a Chakra every 3rd hit of your combo. I don't know what the Anatman opener is but I think that ability will be removed eventually UNLESS they turn that into an attack that will freeze your GL timer for 15 - 30s so you can keep GL through Phase Transitions. Even then tho that's very situational and I'm not a fan of situational abilities.
