    Merging the remaining worlds into one super-world would be phenomenally disruptive to each individual world, and what would it actually achieve for the people who live on them?

    Unless there is some actual existiential threat that requires the worlds to be merged or the entire system will collapse, then it seems far more in keeping with the theme of the story to leave the other shards intact and untouched, free to continue on as they are.
    Not to mention that if all the worlds are merged back together means everyone becomes complete and gains access to creation magic again then we may just wind up repeating history. Creating a second Terminus and leading to the recreation of Zodiark and Hydaelyn.

    Or an even worse war then what we have had thus far. If people can just endlessly create weapons of war it would result in the rising of people who desire to take over the world with their armies created from mere thoughts. Armies of autonomous magitek armors, primals, golems, all clashing against each other until the total annihilation of all just so that the final victor gets to claim ownership of the world.

    Creation Magic was not a abused thing world wide and the lore so far only states that members of Amaurat were doing research into Creation Magic.

    We currently know very little about the Original World outside of Amaurat and what kind of Civilizations existed beyond. The current knowledge being provided is very biased to Amaurat culture only and nothing beyond other Civilization's cultures. For all we know Creation Magic may have been Amaurat exclusive only to their culture but something triggered it to go world wide passively due to how the Magical energy in the world was in complete wack during the Original Calamity.

    I say Zeno going FULL kefka by consuming Both Zodiark and Hydaelyn to create the world greatest and most destructive world destroying battle for his Final fight with the Warrior of Light that may cause a Calamity so great that mid way through the Trial battle his Ultimate attack destroys most of the Planet and causing the world to go through a Grand Calamity force what little will both Zodiark and Hydaelyn have left to make WoL a Complete Soul by fusing all Shards into the source so he or she can defeat Zenos and prevent the planet from imploding and/or exploding from the destruction then sacrifice themselves to repair the damage done during this Finale is a justified reason.

    In case you did not pay attention to the side quests creation magic was an inherent ability of all ancients. This is why they were flabbergasted at finding out that someone who they thought was a child was incapable of using it. Because it is an inherent ability of the species.

    Which is also why with sufficient crystals, a focus, and knowledge anyone can summon a primal. Just like the Ancients could think things into existence with just a bit of their aether being used as a catalyst. We may be divided and evolved physically different since then but they are our origins. All of us have the potential to tap into creation magic provided we have sufficient aether, but divided up as we are we simply lack the capacity to fully tap into it.
