No point in implementing anything to address this issue, it happens so infrequently and any "fix" would have some obnoxious ramifications. It has happened to me once( since ARR launched) , in Gubal back in HW. Tank and dps hit 60 after the second boss and left. We got replacements and continued on. Wasn't a big deal. I'd much prefer that than them trying to force a vote kick.

If I was to vote for fixing something it would be for addressing players that are horribly bad/lazy (which of course is never going to happen).

No they shouldn't. Asking SE to remove XP and items from the players would spark outrage. It would also open Pandora's box when it becomes acceptable to for the devs to start manually stripping the players of their xp and loot for extremely minor reasons.

This doesn't happen nearly enough to justify implementing a punishment for it. I have never seen someone bail in a dungeon after leveling up in all my years of playing.

Never had this happen before, however no. I already get a 30 minute penalty for leaving awful groups, now you're taking my xp too? I should be compensated for dealing with these people as long as I did. How would the game know I left because I leveled or if I left because everyone is garbage? Or if I leave because I'm garbage?
