Then people will just disconnect, or go afk, and do something of more importance. You'll have to kick them. Have fun waiting for your replacement anyway.I think it's rather simple to set up rules.

Sure, some people would then abuse the vote kick by afking, but it's less appealing to go for the vote kick than it is just to leave.
I think if you've got the inclination to waste everyone's time, you should have wasted your own.
It's not so much of a big deal if people are easily replaceable, but currently healers are in high demand and can take literally half an hour to replace.
It's not just a minor inconvenience, it's literally almost a whole hour of just waiting on queue times.
This solves nothing, and just causes problems for others.
You don't understand human psychology I'm guessing.
The mentality of people leaving is to do something else in the game. Cases where there are emergencies and such are outliers, and the drop of XP would be the least of their worries. So if people wanting to leave so they can get that S rank hunt, wouldn't going afk just be a dumb way to quicken their exit? I'm sure we can all agree that it makes no sense to attempt an afk kick in order to get out quickly. The quickest way would be to just leave. If that's what you choose to do, that's fine, but you shouldn't have reaped any rewards from the run for wasting every else's time.
There's also reporting that can be done on that character and the amount of vote kicks you get do count against you.
They leave, they lose that gain.
30 minute timeout isn't enough when the player has already gotten what they wanted.
In this case, someone has hit max level. This someone also takes 15 to 30 minutes to replace. This someone already extends the initial queue times by 15-30 minutes for being said someone. They get a 30 minute timer penalty for leaving, which is roughly the same amount of time to replace them, effectively extending the penalty to the people who've not done anything wrong. Someone who does this would most likely do it again. Vote kicks do add up. The extra time to discern whether or not the person is AFK is negligible... You're going to spend at most 15 minutes replacing that person, an extra 5 minutes isn't that long. Also, wouldn't it be dumb to wait out a voke kick, when there's effectively 5-10 minutes left in the dungeon?if people have to leave, they'll leave, no matter the penalty. imo its a bit silly to join a dungeon and leave after lvl up (in the sense they don't hit max lvl), one could gain more exp for the next lvl if he was to continue, but if they choose to leave there is a penalty in place for this action.

I'm sorry this happened to you but I want you to understand something. You don't have a ghost of an idea what was happening on the healer's side of things. Far off as it might be, it is a possibility that they coincidentally hit 80 as soon as an emergency or something of the like happened around them. I'm not asking you to accept that statement as what actually happened. I'm really just asking you to be a bit more open minded about this instead of instantly seeking retribution when you don't know all the details.
Also it happens to all of us sometimes. Sometimes we get grouped up with crappy people that actually DO leave for selfish reasons. It's just a possibility we can't avoid when queing with anything less than a full group of people you trust. It happens. It happens. It happens. Please move on because I promise you, letting this fester in your mind is not worth it.





Well, anecdotes will be anecdotes, but I don’t think that this is a common enough problem to try and enforce penalties for it. I’ve played this game for 3.5 years now, and can count on one hand the instances where someone hit the current level cap and then bailed on the dungeon. So I don’t personally consider this an issue that warrants immediate addressing or that needs penalties implemented for it.

I remember about 5 instances where a person left a dungeon after leveling. All of them were in Gubal back in the early days of HW.
It isn't really that common a problem and while personally I do consider it rude to leave, more so if you are one of the roles in need, in the end it isn't that big of a deal in most instances compared to the loss that players who loss connection through no fault of their own that might end up eating this proposed penalty.





Is the problem that the 30 minute penalty is too lenient or that there are any rewards for completing dungeons partially?
I think it is fine as it is. Roulettes and duty finder settings allow you to get a replacement for in progress runs quite quickly. Five people can then benefit from one 4 man dungeon run which makes it efficient overall.
Better solution: ban anyone who leaves a dungeon early for any reason. The vindication I'd feel is far more important than any possible issue that person who left may or may not have. After all, how dare they inconvenience me even slightly.



i really wont mind if they say
"Im gonna leave since im 80"
its understandable really if they dont want to waste EXP and give it to someone else
unless a 80 joins then its awkward but they will never know
mm, nah. too many dps cant actually dps, tanks that dont use cooldowns, and healers not using abilities other than cure this expansion for me to be penalized further for leaving early. shouldn't have to carry a party all the way to the end to be able to keep exp already earned.
plus this just penalizes people who have emergencies and stuff to attend to or are being harassed more than anyone else.

Sounds to me like the obvious solution is for SE to go ahead and implement a new healer class (chemist) O.o
Then people have a new reason to be healers, thus creating influx of people playing the class
