Please, can we just get rid of the party member requirement for skills to be usable?

Paladin: Divine Veil. If it needs balancing make it a full 2min

I think it's good where it's at now since they already lowered the CD. However, they need to get rid of that dumb healing requirement to make it work. There's no reason I should have to wait for a heal or use Clemency to make it work. I don't get benefit out of it so why does this requirement exist? It's for the parties benefit. Not mine!
