Civil war is most likely because remember, there's two factions within the empire that we learned about in Stormblood. One for peace and the other for war. I can't remember the names of the factions but the guys for peace were helping the Scions. They will likely try to take advantage of this opportunity.

Another way to look at it is that essentially a 2nd civil war breaks out down the line only good ol Zenos takes the more bloodlust/crazy/fascist elements of Garlemald with him while the more sane elements rally round Gaius eventually resulting in us coming in on his side leading to us getting into Garlemald. It's still the most advanced civilization on the source atm so basically clearing out the worst elements from it leave the rest in good shape later on. Likely could see Nero and Cid even coming home to help clean up things in next expansion. It also would be a good reason why Gaius was ultimately brought back into the story as unlike the others in Garlemald he rose people to positions of power through merit not race so the elements for him being a good leader for Garlemald are there. He just needed the previous besting from our character all the way back in ARR to realise how his initial approach was wrong (also Lolobrea and his shenanigans as well).
