The job quests seem to be updates, not long-term resolutions. Summoner isn't even job-focused (it's an update on Arenvald and Fordola, following off the Tale From the Storm with them and the Ul'dahn summoner squad) and the scholar quest progresses its long-running story arc but doesn't complete it.

We may or may not go back to large-scale job quests next time, but they're not being abandoned altogether.
