From what I understand, garden seeds can be grown in the right kind of pot (e.g. Riviera Flower Pot), and you can have up to two of those pots in your apartment... you just can't do the whole cross breeding thing. I don't think anyone would object to you requesting a placeable indoor object that allows the planting of say 4 seeds so that apartment owners can crossbreed plants too. Until such an item is added however, you can always buy the seeds you want want from other players and grow them in your apartment using those pots.
