    You're either misremembering or trolling. The vanilla SWTOR has full voice acting, but every expansion since the launch had less and less voice acting. Which, if you follow the game at all, you would know that SWTOR's revenues have been dropping precipitously for years, and so full voice acting is no longer affordable. If you play the last two expansions, specifically, you will only hear voice acting during the main story quests. Virtually every max level quest is not voiced.
