I don't really think laziness has anything to do with it. From what we've heard in interviews, the studio is pretty much in crunch periods at all times. It's probably more a matter of how much they were able to get done in the time leading up to the deadline.I imagine the same reason they didn't program for Hrothgar and Viera to wear most helms/hats.
Also the same reason we now have role quests instead of class quests.
Also the same reason Sin Eaters are mostly normal mobs they just didn't apply color to.
They simply got lazy toward the end of making it. That'd be my guess.
Don't get me wrong, I'm loving the expansion so far and look forward to completing it, but those were some things that struck me as lazy/apathetic/unnecessary, and I agree we could have easily had some naming conventions by now.
