Does it actually say that anywhere? They were 16 in ARR, and I feel like it's definitely been more than a year since then.

Especially since...

an entire year passed for them in the first alone, not counting however long HW and StB lasted in Eorzean time.

From what the Devs have said, everything that has happened in ARR/HW/SB is in its own time buble and technically not even a year has passed. The only reason they are now 17 is because it is stated they have been on the First for a year when you go there.

They're not actually on the First. They're just souls that feel solid. Their bodies are still on the Source and haven't aged but a few days.
