is it me or this ability is not worth it, it would be nice since its on a long cool-down, that it gave us two "Cartridges" on reserve, letting us have 4 in total every 90 sec.

The skill is fine.

“Each Bloodfest generates 2 cartridges and must be used when you have 0 cartridges as to not lose any to overcapping.
When Bloodfest aligns with No Mercy, every 3 minutes, a special No Mercy is possible. In it a Keen Edge is displaced by a Burst Strike, causing the Burst Strike to fall within the No Mercy window for an extra potency bonus.
Each of these special No Mercy windows will look somewhat like this.”

I see Bloodfest getting a trait in the next expansion that resets Gnashing Fang recast. So right now GNB is fine, though Camouflage needs to buffed to 25% damage reduction at the cost of removing parry rate, and Aurora instant along with regen effect. But other than that, GNB is pretty balanced, and the devs nailed most of GNBs kit right out of the gate.
