Why not simply... remove the restrictions on 6, and then readjust the stats on the outliers so that it makes rational sense. It blows my mind to think that they'd purposely add in 6--knowing that it'd be an issue down the road. I thought they were planning two expansions ahead?
Why didnt they just rework the old materias to allow for the new ones.. Or just make 1 new materia @_@;

Probably because they don't want to give that much boost from melding for now and there is no need to change existing materia.The grade of the materia has to do with the base item requirement. Grade 7 has higher base item requirement than grade 6.How confusing...

No, it's not. It's simple from the standpoint who understands the finer intricacies of overmelding, and carefully reads tooltips. For the average player, the thinking will go VIII > VII > VI, which simply isn't the case. This is especially true for newer players who didn't play throughout Stormblood, as they'll be less likely to even think to check the stat values on the materia below VII.
This was a borked decision on SE's part. There is a thread of logic to the choice if one squints hard enough, but it's not at all intuitive, and it requires quite a rosy pair of glasses to argue that it was a good idea. They probably should have just added a single new tier of materia, and removed the overmeld restrictions on Grade VI. It's not the end of the world by any stretch, but the decision flies in the face of the constant efforts by SE to make game systems understandable and accessible to players both new and old. It's just not good design.
Edit / Addition:
Up until now, the grade of the materia has also been associated with the potency of the effect. Up until this expansion, in fact - for the entirety of XIV's existence up until Shadowbringers - this has been the more recognizable correlation. Claiming that the grade is now purely to do with the base item requirement is moving the goalposts just a bit.

So what you are saying is that it's not confusing if you read tool tips. Which is apparently pretty hard for people who play this, to be fair. Harder than most dungeons for sure.
My god... they've succeeded in nitpicking every other thing apart so often that even the minutiae of materia has its own complaint thread.

2 trouble....
1) right now we have nothing to overmeld into.... craft gears is not present (will change soon, but still)
2) only a small part of the community is using overmelding in combat.... (mostly the people that run for first completion of raid and such)
the question is... why make us simply be overflows with 7 when only a small part of the community will really need it?!? worst.... why give us 2 item for them when you play the role look for...
they did wanted to reduce the stats gain from materia, fair enough, why not simply make only materia 7 and do that in overmeld the stats gain is reduce.... outside make us get more stuff that we will not want. same i will not be soo upset by this if the materia transformation animation and menu was soo long.... seriously, we get soo much 7 that we will spend hours at mutamix... please change this!
Because they flooded the market with V and VIs being Eureka rewards. They likely intend to do the same again, especially when the new version of Eureka releases. Can't have us hoarding Vs if they want to use materia as a reward again. So... now we have VII and VIII.
The only time you'll meld VI over VII is if you reach a stat cap.
