I'm more curious as to how these "missing genders" are going to be introduced in the story, if it's something that's going to be explored at all.

They are making it really hard for me to decide on a damned race. I'm having a battle of "who looks hottest in their underwear".

On the shirtless comments: the whole thing may be a model of a specific NPC they plan to introduce sooner or later, hence the lack of undershirt.
I'm kinda hoping they just add them in with little fanfare and replace the occasional existing NPC with one of a new gender or just add NPCs of the new gender in, so it feels more like they were "always there" in the world like they are supposed to be.
Also I think the model is shirtless because they probably haven't finished the undershirt design yet. The characters are designed in layers I think, so undershirts would go over the body instead of being part of the model itself.
Agreed. The fact is that Tanaka was not optimal when he decided that no female Roe and no Male Miqo'te would make people happy. In XI, it was lore for the Mithras and just nothing for Galka (cause you see little girl Galkas), and they didn't even put in lore for that this time around.
